I'm going to be using this image:


Duplicate your base layer and set it to Soft Light at 44% Opacity

Go to Layers >>> New Adjustment Layer >>> Curves
Select the RGB channel and make a point with the following settings:
Input: 114
Output: 132

Select the Red channel and make a point with the following settings:
Input: 154
Output: 170

Select the Green channel and make a point with the following settings:
Input: 167
Output: 166

Select the Blue channel and make a point with the following settings:
Input: 101
Output: 119

Go to Layers >>> New Adjustment Layer >>> Levels
Select the RGB channel and make a point with the following settings:
Input: 0, 0.81, 242
Output: 0, 255

Copy and Paste this image as a new layer (Ctrl+L)
or go to Layers >>> New Raster Layer and flood fill (F) it with the color #F4C4C4

Set it to Burn at 30% Opacity

Copy and Paste this image as a new layer (Ctrl+L)
or go to Layers >>> New Raster Layer and flood fill (F) it with the color #0A0B2C

Set it to Exclusion at 100% Opacity

Here's the final result!
